An agreement to export grains to Ukraine and Russia under the mediation of Turkey and the United Nations
The main objective of this agreement is to reduce the potential occurrence of global famine and exorbitant prices due to the accumulation of Ukrainian and Russian grain for more than three months, and since the beginning of the war between them.

First – Ukraine has concluded a “Grain Export Agreement” with the United Nations and Turkey
This agreement is concerned with the export of Ukrainian grain accumulated for months, and that will be from three Ukrainian ports, through the Black Sea.
However, this agreement was signed by Ukraine with Turkey and the United Nations alone as it has previously stated that it will not sign any document or agreement with the Russian side.
Second – Russia concluded a “grain export agreement” with the United Nations and Turkey as well
This agreement is concerned with exempting Russian fertilizers and agricultural products from US and Western sanctions; thus, it will be easy to export and sell them.
This will be via large export ships, after it was only allowed for small ships, and this will be done through the Black Sea.
Third – This entire agreement was under the umbrella of Turkish and UN mediation
This agreement includes the establishment of a joint quadripartite center that includes Turkey, the United Nations, Russia and Ukraine, in the city of Istanbul for leadership and coordination.
The coordination center will be under the supervision of the Turkish Ministry of Foreign Affairs, and officials from the United Nations, Turkey, Russia and Ukraine will work in it.
Furthermore, this deal will guarantee the safe use of the Black Sea, and a ceasefire in the transit areas. The agreement also provides for a committee to inspect commercial ships to ensure that no weapons are transported inside the ships, which will sail from Odessa to ship grain.
Ceremony of signing the Ukrainian-Russian grain export agreement
The signing ceremony of the grain export agreement took place at Dolmabahce Palace, in Istanbul in the presence of Turkish President Recep Tayyip Erdogan, United Nations Secretary-General Antonio Guterres, Turkish Defense Minister, and representatives of Russia and Ukraine.
Meanwhile, the Turkish President stated that this agreement will end the global grain crisis, which may cause global famine, as stated by several reports.
The Turkish President also expressed his hope that the agreement would be a first fruitful step to activate the Turkish political mediation, which aims at a cease-fire, then a long-term armistice, and finally a comprehensive peace agreement between the two countries.
Turkey gains from Ukraine-Russia grain export deal
Turkey was able to capture several gains, after seeking to achieve this agreement, which can be summarized as follows:
First by strengthening its neutral stance towards both Russia and Ukraine, and this enhances the good relations between it and the two parties.
On the other hand, Turkey proved to the world through this agreement that it is a country that has political influence in the region, and in the world as well, and it has been able to achieve an unprecedented diplomatic achievement, and this is what the Secretary-General of the United Nations stated during the signing ceremony.
Moreover, through this agreement, Turkey emphasized its humanitarian role, through the policy of its government that helps the oppressed and always stands with them, and limits starvation or outrageous prices, which may result from the accumulation of grain in both Russia and Ukraine.
Turkey will obtain reduced prices for grain and other products, given its mediation and role in implementing the agreement, as well as its geographical proximity to Russia and Ukraine, but this is very marginal compared to the substantial gains that we mentioned above.
